Russian cities were evaluated by 13 counts: the dynamics of population, demographic characteristics of the population, the social dimensions of society and the well-being of citizens, social infrastructure, the city's economy, housing development, housing affordability, innovation activity, transport infrastructure, physical infrastructure, human resources and the natural environment situation.

The study was conducted in 2012-2013 and affected 164 Russian cities. The ranking includes the city, with leading positions in most areas (the exception is the index of housing affordability). These are cities with a population of one million or more people - Moscow, Saint Petersburg, Novosibirsk, Yekaterinburg, Rostov-on-Don.

The most investment appeal cities are Tomsk, Omsk, Surgut, Tyumen, Irkutsk, Yaroslavl, Saratov. Cities with high rates of construction are Podolsk, Khimki, Balashikha, Mytishchi. "Strong economic performance is now characterized not only for federal cities, but also for the cities of the innovative development with strong human resources and the growing importance of the service sector", - stated in the Ministry of Regional Development.

Middle ranking is formed such largest steel company towns as Chelyabinsk, Magnitogorsk, Kamensk-as the city with a relatively diversified economy, namely, Vladimir, Volzhsky, Yuzhno-Sakhalinsk.

According to the high rates of per capita income, these cities are characterized by severe climatic conditions and low diversification of the transport infrastructure."

According to the head of Regional Development of Russia Igor Slyunyayev, there is the need to make such ratings constantly. "We need to assess the quality of the urban living environment on an ongoing basis in order to ensure internal stability and to create the necessary conditions for social and economic growth of Russian cities," - he explained.
